Beverly Biggs-Leavy recently filed a complaint for declaratory and injunctive relief against members of the Flint City Council, as well as Flint’s Ethics and Accountability Board, in connection with the February 5, 2025, Flint City Council meeting during which Councilperson El-Alamin changed his vote that was previously in favor of Ms. Biggs-Leavy filling the vacant Third Ward seat, causing her to not be appointed to the seat.
You can find a PDF of the court-stamped papers here:

(You’ll find both a complaint and an amended complaint at that link. The difference between the two is the addition of Flint’s Ethics and Accountability Board as a defendant in the amended complaint, and a few additional paragraphs in the amended complaint specific to the EAB.)
Here’s a statement from Ms. Biggs-Leavy’s attorney, Jewuel Boswell, of Lento Law Group:
Ms. Biggs-Leavy will not end her fight to ensure that the people of Flint’s Third Ward have their votes counted and their voices heard. It should shock every Flint resident that their family members, friends, and neighbors in the Third Ward have been disenfranchised since last fall. We’re confident that, in the end, the rule of law will prevail and Ms. Biggs-Leavy will be able to take the seat on Flint City Council she was voted into last fall.
