RFP# 2024-12 Environmental Assessment Consultant

The MTA will issue a Request For Proposal on May 2, 2024 to procure a professional Environmental Consultant Firm for services relating to the preparation of National Environmental Policy Act (NEPA)
documents and related analyses for two (2) proposed transit projects. The level of environmental documentation is expected to include all levels of NEPA documents, but primarily focus on Environmental
Impact Statements (EISs), Environmental Assessments (EAs) and Categorical Exclusions (CEs).

Services for individual components of these documents may require expertise and analyses in: air and
noise impact and abatement; natural, social and cultural resources; hazardous materials management;
public participation, traffic, and preliminary engineering.

The MTA will receive sealed Proposals electronically through Bidnet Direct on or before 1 p.m. on Tuesday, June 4, 2024, from Environmental Consultants. Proposals received from Consultants will be opened privately.

The RFP, contract documents and existing plans can be obtained electronically on the Bidnet Direct
website at https://www.bidnetdirect.com/ formally the Michigan Intergovernmental Trade Network (MITN)
on or after May 2, 2024. Proposers will be able print out the proposal documents, existing plans and
outline specifications on Bidnet Direct. The Proposer shall be responsible for the cost of reproductions. As a vendor, you can register with the Bidnet Direct at the following website: https://www.bidnetdirect.com/ and be sure that you see all available bids and opportunities. Bidnet Direct will be used to issue any addenda or information relative to the RFP requirements.

A virtual Pre-Proposal meeting will be held on Monday, May 13, 2024 at 1:00 pm. E.D.T. All Proposers are highly encouraged to attend this Pre-Proposal meeting and sub-consultants are also encouraged to attend.
