These notices shall satisfy two separate but related procedural requirements for activities to
be undertaken by Genesee County.
REQUEST FOR RELEASE OF FUNDS
On or after April 24, 2023, Genesee County will submit a request to the U.S. Department of
Housing and Urban Development (HUD) for the release of Home Investment Partnership
Program (HOME) funds under Title I of the Housing and Community Development Act of 1974,
as amended, to undertake projects known as:
2022 Habitat for Humanity New Construction 2246 Nerredia Street ($266,200 of HOME Funds)
– Genesee County Habitat for Humanity is proposing to build one new construction home at
2246 Nerredia St, Flint, MI 48532 (Flint Township). 2246 Nerredia St will have a length of 28’ and
width of 48’. The depth of excavation will be 6’5” for a total surface area of 1,344 square feet.
The single-story house will be accessible, have Energy Star rated appliances and Water-sense
fixtures, continuous 1″ tongue and groove foam on the exterior with a sprayed 2×4 cavity on
the interior will allow for increased insulation and non-toxic building materials will be utilized.
The home will be sold to buyers who are below 80% of the area median income.
2023 Davison Township Public Facility Improvements ($145,000 of CDBG Funds)- Davison
Township shall fund asphalt resurfacing of the parking lot of the Davison Area Senior Center
located at 10135 Lapeer Road, Davison, MI 48423. The area to be resurfaced is the northern
portion of the parking lot adjacent to the entrance of the building. The Township shall also
fund the installation of a dumpster enclosure in the parking lot.
2023 Genesee County CDBG Home Improvement Program (HIP) ($616,657 of CDBG Funds)-
The program provides emergency home repair assistance to eligible owner-occupied single-family homeowners through deferred payment loans throughout Genesee County except
non-participating municipalities including the Cities of Clio, Flint, and Davison, and the
Villages of Lennon and Otter Lake. The funds will assist low to moderate-income homeowners
with home improvements including roofing, window, furnaces, wells, electrical, and plumbing
repairs.
2023 City of Grand Blanc Infrastructure Improvements ($13,871 of CDBG Funds)- The City of
Grand Blanc shall fund the installation of bus stop covers and benches along the MTA route
in low-to-moderate income areas of the City. There are various proposed locations
throughout the City of Grand Blanc. Ground disturbance will include a concrete pad that
the bus shelter and benches will sit on top of. The concrete pad will be 17’ x 12.5’ x 4” deep.
The bus shelter will be about 12.25’ x 6.5’ x 9’.
2023 City of Montrose Infrastructure Improvements ($13,762 of CDBG Funds)- The City of
Montrose shall fund the installation of a sidewalk and ADA-compliant ramps along the North
side of Howard Street from South Genesee Street to South Saginaw Road that is 300 feet long
by 4 feet wide with a 6 inch depth. A sidewalk/crosswalk will also be installed across Howard
Street at the intersection with South Genesee Street that is 25 feet long by 4 feet wide with a
6 inch depth. All improvements will be located in the low-to-moderate income area of the
city.
2023 City of Swartz Creek Infrastructure Improvements ($35,721 of CDBG Funds)- The City of
Swartz Creek shall fund this installation of sidewalks where there are currently gaps along
Hayes Street, Brady Street, McClain Street, School Street, and Ford Street as well as adding
decorative pedestrian lighting. Project pending approval of environmental review for exact
locations.

FINDING OF NO SIGNIFICANT IMPACT
Genesee County has determined that these projects will have no significant impact on the
human environment. Therefore, an Environmental Impact Statement under the National
Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is
contained in the Environmental Review Record (ERR) on file at the Genesee County
Community Development Program, 1101 Beach Street, Room 111, Flint, MI 48502 and may be
examined or copied weekdays 8 A.M to 12 P.M. and 1 P.M. to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Genesee
County at the address above or to gcmpc@geneseecountymi.gov. All comments received
by April 24, 2023, will be considered by Genesee County prior to authorizing submission of a
request for release of funds. Comments should specify which Notice they are addressing.
RELEASE OF FUNDS
Genesee County certifies to HUD that Genesee County and Ellen Ellenburg, in her capacity
as Chairperson of the Board of County Commissioners, consents to accept the jurisdiction of
the Federal Courts if an action is brought to enforce responsibilities in relation to the
environmental review process and that these responsibilities have been satisfied. HUD’s
approval of the certification satisfies its responsibilities under NEPA and related laws and
authorities and allows Genesee County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and Genesee County’s certification for a
period of fifteen days following the anticipated submission date or its actual receipt of the
request (whichever is later) only if they are on one of the following bases: (a) the certification
was not executed by the Certifying Officer of Genesee County; (b) Genesee County has
omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR
part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24
CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency
acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is
unsatisfactory from the standpoint of environmental quality. Objections must be prepared
and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and
shall be addressed by email to DetroitCPD@hud.gov. Potential objectors should contact HUD
to verify the actual last day of the objection period.
