New state bill aims to ease financial burden on Michigan family caregivers

LANSING, MICHIGAN — On November 4,   legislation was introduced in the Michigan House of Representatives to establish a Family Caregiver Tax Credit. Sponsored by Representative Kathy Schmaltz and cosponsored by 23 House members (19 Republicans and 4 Democrats), HB 5214 is intended to deliver financial relief to unpaid caregivers—those who play a vital role in supporting their loved ones—by helping cover the out-of-pocket costs associated with caregiving.

The bill’s introduction coincides with November’s National Family Caregivers Month, highlighting Michigan’s 1.6 million family caregivers whose efforts enable loved ones to remain in their homes. AARP data show caregivers face significant emotional, physical and financial challenges, with average annual
out-of-pocket expenses of $7,200.

“For Michigan’s unpaid family caregivers—who manage medications, provide transportation, handle medical tasks, run errands and spend thousands of dollars each year to care for their loved ones—this tax credit represents a meaningful step toward easing the financial strain of caregiving,” said Paula D. Cunningham, AARP Michigan State Director.

Cunningham added: “Family caregivers are the backbone of our long-term care system, saving Michigan more than $19 billion annually, and they deserve relief.”

According to the Caregiving in the U.S. 2025: Caring Across States report:
*53% of Michigan family caregivers balance full- or part-time employment. Many reduce work
hours or leave the workforce entirely due to caregiving responsibilities, jeopardizing long-term
financial security.
* 46% of caregivers report financial setbacks, including debt, depleted savings or difficulty affording basic necessities such as food and medicine.
*One in three caregivers experience high emotional stress during caregiving, and one in five report challenges maintaining personal health while supporting care recipients.
