Kildee, Womack introduce bill to provide a tax cut for military families

Bill Would Make Military Family’s Basic Needs Allowance Fully Tax Exempt

FLINT—Congressmen Dan Kildee (MI-08) and Steve Womack (AR-03) have introduced bipartisan legislation to cut taxes on military benefits for servicemembers and their families through the Basic Needs Allowance (BNA).

The Basic Needs Allowance (BNA) Fairness Act would make the BNA exempt from federal income taxes, bringing this benefit in line with other tax-exempt military benefits. The BNA is a supplemental monthly payment for active duty servicemembers whose household income falls below 130% of the poverty line. The Congressional Budget Office estimates this change would benefit over 3,000 military families.

“Our men and women in uniform represent the best of this country, and deserve to receive the full value of their military benefits,” said Kildee. “The Basic Needs Allowance, which helps support thousands of servicemembers and their families, is not income and should not be subject to income taxes. I’m proud to work across the aisle with my friend Steve Womack on this commonsense legislation to provide a tax cut for our servicemembers and military families.”

“Taxing support meant to help the most vulnerable undermines the mission,” said Womack. “BNA should be treated like other military benefits outside of earned income, which is exactly what this bill prescribes. This allowance is a ‘combat multiplier.’ With reduced financial pressure at home, our troops can better focus on performance and defense. I am committed to supporting our men and women in uniform.”

This legislation is part of Congressman Kildee’s continued bipartisan efforts to support military servicemembers, veterans and their families. Kildee fought to pass legislation expanding U.S. Veterans Administration (VA) health care and benefits to veterans exposed to toxins while in the line of duty. In September, Kildee introduced bipartisan legislation which would tax-exempt certain travel expenses for members of the National Guard and Reservists. Kildee also introduced legislation expanding and streamlining health care benefits for veterans and their families.
