Since January 2024, the City of Flint has been working with the service provider that currently manages Hasselbring Senior Center to come to an agreement about the terms of a new lease, after the previous lease expired.
At issue is the presence of alcohol at events hosted by the service provider at this city-owned building. Alcohol is prohibited on all City of Flint property. Moreover, the City’s insurance does not allow for alcohol on city-owned property, so this puts the City in financial and legal jeopardy.
After multiple cease-and-desist orders, the current service provider has continued to host rental parties where alcohol is served at the Hasselbring Senior Center. All of this adds up to unauthorized activity taking place on City property, and it is the duty of the administration to intervene.
The current service provider has also failed to report financial information related to frequent rental events hosted at the Hasselbring Senior Center. It is imperative that the City be able to account for all funds coming and going.
By improving the financial and operational management of Hasselbring Senior Center, the City of Flint will ensure that senior center activities remain free of charge.
NEW INFORMATION: The City of Flint issued a bid for management of Hasselbring Senior Center on August 20, 2024, but did not receive any respondents. The City also posted a position through Human Resources to hire a senior center director, and the hiring process is still ongoing.
Genesee County Senior Millage Funding
The Genesee County Senior Millage funding will continue to be available to operate the Hasselbring Senior Center, regardless of who the service provider is. The funding is tied to the purpose of the building itself; not the entity operating it.
One-third of the senior millage money currently funds the salary of the service provider’s executive director, with only two-thirds directed toward senior activities. The City is seeking an arrangement that would allow for 100% of millage funding to go directly to services for seniors.
