DESIGN BUILD SERVICES: HYDROGEN FUELING STATION EXPANSION PROJECT

The MTA will issue a Request For Proposal on April 23, 2024 for Design-Build Services to include work of
all trades for the following:

The MTA Grand Blanc Township Alternative Fuels Facility maintains and operates the Alternative Fuels
fixed route and regional bus fleet. Due to the zero-emissions growth requirement of the bus fleet, MTA
will need to expand our Hydrogen Fueling Station. The MTA will receive sealed Proposals electronically
through Bidnet Direct on or before 1:00 p.m. on Thursday, June 20, 2024 from Design-Build Teams for
Construction Services. Proposals received from Contractors will be opened privately.

The RFP, contract documents and existing plans can be obtained electronically on the Bidnet Direct
website at https://www.bidnetdirect.com/ formally the Michigan Intergovernmental Trade Network (MITN)
on or after April 23, 2024. Proposers will be able print out the proposal documents, existing plans and
outline specifications on Bidnet Direct. The Proposer shall be responsible for the cost of
reproductions. As a vendor, you can register with the Bidnet Direct at the following website:
https://www.bidnetdirect.com/ and be sure that you see all available bids and opportunities. Bidnet Direct
will be used to issue any addenda or information relative to the RFP requirements.

Each Proposal shall be accompanied by a cashier’s check or a bid bond by an approved surety company
in the amount of five percent (5%) of the base Proposal payable to the MTA and will be forfeited to the
MTA on failure to enter into a contract within ten (10) days after notice of acceptance of the Proposal.
A Pre-Proposal meeting will be held at the MTA Grand Blanc Township Alternative Fuels Facility
located at 5051 S. Dort Highway, Grand Blanc, Michigan 48507 on Monday, May 6, 2024 at 1:00 pm.
E.D.T. followed by a Disadvantaged Business Enterprise (DBE) Introduction and Requirement
review meeting. All Proposers are highly encouraged to attend this Pre-Proposal meeting and
sub-contractors are also encouraged to attend.

Proposers are also encouraged to attend the following DBE meeting for the opportunity to meet potential
DBE subcontractors and to review requirements for accomplishing the 1.24% DBE project participation
goal. During this meeting Proposers will be asked to identify possible subcontracting opportunities and be
prepared to discuss them with DBE subcontractors.
