Homes from each ward in the City will be chosen via lottery system.
FLINT, Mich. – The City of Flint recently announced a new program aimed at helping residents make home improvements. Homeowners who qualify will be eligible to receive financial assistance for roof repairs. The initiative is expected to improve up to 72 owner-occupied homes.
“This is a wonderful opportunity for residents of Flint,” said Mayor Sheldon Neeley. “This program will enhance residents’ quality of life, while improving their biggest investment, their home. It will also reduce utility costs by improving energy efficiency and the structural integrity of the property. We want to make sure that homeowners from each of the City’s nine wards benefit from the program, so they will be selected using a lottery system.”
Eligible homeowners are required to reside in their home for at least one year and have an income at or below 300% of the federal poverty level.
To qualify for assistance, homeowners must:
· Be a resident of the City of Flint for at least one year.
· Earn below 300% of the federal poverty level, based on the total number of occupants.
· Be in good standing with the City regarding water bills and property taxes.
Once the qualifications are met, homeowners can receive a complete roof replacement if their existing roof is beyond repair, ensuring long-term protection. The program covers repairs to all roof components, including the soffit, fascia, gutters and soffit vents.
For homeowners in need of minor to moderate repairs, issues including leaks, damaged shingles and other concerns affecting the roof’s integrity will also be addressed. Homeowners interested in the roof repair program must submit an application providing their income eligibility and ownership status. Eight applicants will be randomly selected from each ward through a lottery system.
Funding for the roof repair assistance program is provided by the American Rescue Plan Act (ARPA). The City of Flint may collaborate with local contractors and housing organizations to ensure efficient service delivery, while adhering to guidelines regarding environmental impact, historic preservation, prevailing wages, and labor standards. All awarded projects must comply with relevant local, state, and federal codes.
The program is expected to begin in January 2025, and will continue until the roofs of 72 homes have been repaired, or funds have been exhausted. The anticipated completion date is October 31, 2025. For information on how to apply, homeowners can call 810-237-2004.
