City of Flint celebrates resilience and progress in State of the City address

Mayor Neeley outlines new infrastructure, economic development, job opportunities and public safety initiatives in his fifth State of the City address.

FLINT, Mich.—Mayor Sheldon Neeley delivered his fifth State of the City address on the evening of Thursday, November 13, at the Capitol Theatre, introducing the “Flint Strong” campaign with the theme “From Crisis to Recovery.” Mayor Neeley’s speech marked a pivotal era for the community, celebrating Flint’s hard-earned progress while honoring the work that laid the foundation for what lies ahead. He highlighted a vision for a prosperous, safe and sustainable Flint, drawing attention to major investments in infrastructure, public safety, economic development, job creation and community health.

“Flint’s journey from crisis to recovery shows the determination of our residents,” said Neeley. “We know there’s more work to be done, but we’re making steady progress. By investing in essentials like clean water, safe streets, local jobs and revitalized parks, we’re building a city where people can live, work and raise their families. Flint is moving forward, and together we’ll keep building on these gains to create a stronger community for everyone.”

Economic development is advancing, showcased by the $300 million Flint Commerce Center at the former Buick City site, which promises jobs and economic revitalization. Earlier this year, Ashley Capital signed its first tenant, Victory Packaging, a global packaging solutions company, further boosting Flint’s economic momentum. Also fueling Flint’s transformation, NanoGraf–a leading battery material manufacturer–is set to bring a $175 million investment to the site. This project will create up to 150 new permanent jobs and approximately 200 construction jobs, with NanoGraf aiming to recruit 80% of its operational workforce from the local community. This investment strengthens Flint’s role as a center for innovation and clean technology.

Mayor Neeley highlighted Flint’s tenacity in overcoming economic, social and environmental challenges, focusing on major investments in infrastructure, economic growth and community well-being. Flint’s water has surpassed safety standards for the last seven years, and both the city and state have invested in extensive infrastructure upgrades, including the $410 million I-475 rebuild and local road improvements, revitalizing Flint’s foundations.

Partnerships like Rx Kids, offering guaranteed income to new mothers, and a new Clio Road service center underscore Flint’s focus on community health and accessible services. The city’s commitment to safe, vibrant neighborhoods is evident through American Rescue Plan Act (ARPA) funded demolitions, new recycling and trash carts, and strengthening public safety efforts, including a city-run ambulance service.

Neeley announced the launch of the “Flint Strong” billboard campaign. This new initiative will display messages of pride and resilience across key locations in Flint, inspiring the community and showcasing the city’s progress to residents and visitors alike.

As Flint moves forward, the city’s leadership remains committed to building a sustainable, inclusive and prosperous community. Neeley’s address serves as a meaningful milestone, acknowledging the significant progress made on the path from crisis to recovery. While challenges remain, Flint is steadily rising, driven by a shared vision for a strong, resilient future filled with hope and opportunity.
